Ingredients

Prices are from Publix the week of October 4, 2026. Sale prices change every week and differ by store.

Steps

  1. Bring 3 cups water to boil in a pot, add 1.5 cups rice, salt lightly, and simmer covered until tender, about 18 minutes.
  2. Meanwhile, dice the green bell pepper into half-inch pieces.
  3. Heat olive oil in a large skillet over medium-high heat. Season chicken with salt, pepper, and garlic powder, then lay it flat in the hot skillet without moving it for 3 to 4 minutes until golden.
  4. Flip the chicken and add diced pepper to the skillet around it. Cook another 3 minutes until the second side is golden.
  5. Pour tomato sauce over the chicken and pepper, stir gently, and simmer on low heat for 5 to 6 minutes until the sauce thickens slightly and the chicken is cooked through.
  6. Serve chicken and sauce over rice.

Why it’s cheap

2 of the 9 ingredients were on sale at Publix the week of October 4, 2026, led by perdue chicken breast, thin-sliced at $3.50 instead of $6.99.

The sale items rang up $5.18 under their regular prices.

Penny Meals prices a dinner by the share of each package you actually cook, adds an estimated shelf price for anything that wasn’t on sale, and counts pantry staples like oil and salt as free. That came to $2.15 a serving, or $8.60 for 4 servings.
